Except in votes on procedural questions, a decision cannot be taken if there is a no vote, or veto, by a permanent member.
The International Monetary Fund (IMF), the World Bank and 12 other independent organizations (UN Family) work to improve the economic and social condition of people around the world. They report to the General Assembly or the Economic and Social Council. All these organizations have their own governing bodies, budgets and secretariats.
The World Bank, created in 1944, is a source of financial and technical assistance to developing countries around the world and is made up of two unique development institutions owned by 184 member countries - the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA).
